Result 2 - Management approaches developed and tested for nature reserves and nature reserve system expanded.

2.1 Management approaches tested in Amani Nature Reserve
2.1.1 Amani Nature Reserve Management plan will be finalised and sent to FBD for approval by June 2000. The activities in the proposed ANR General Management Plan will continue being implemented as budgeted in the EUCAMP.
2.1.1.1 The Central nursery at Kwamkoro will raise seedlings (12,000) of Eucalyptus to cater for the border gaps in the upper plateu by October 1999. The same nursery will raise 10,000 seedlings of the endemic species in the East Usambara which will be planted in the ABG. The 10,000 teak seedlings will be raised at Longuza station central nursery in the same period.
2.1.1.2 Boundaries maintenance will be conducted twice (August-October 1999) and (January-February 2000) in the whole area of the Amani Nature Reserve (149 km). This will include border weeding and directional trench excavation.
2.1.1.3 Fire line maintenance (29 km) will be done twice a year (October 1999 and January 2000) in areas prone to fire. The operation will be conducted just before the beginning of the dry season.
2.1.1.4 All border gaps which are not yet demarcated by trees (22 Km) except those under covenanted land will be demarcated by tree planting by June 2000. This is expected to be last year of border tree planting within the ANR.
2.1.1.5 The 9 visitor trails with total of (23km) will be maintained twice (August 1999 and January 2000). Trail maintenance will include slashing, pothole filling, opening side drains and making terraces in steep areas to enhance walking and to reduce soil erosion.
2.1.1.6 Protection of ANR and its buffer zone biodiversity will continue. Awareness raising to the buffer zone communities on their role in managing and conserving ANR will be intensified through formal and informal meetings. On the other hand patrolling and law enforcement will be executed accordingly. Areas within the preservation and conservation zone prone to intensive collection of traditional medicines will be identified by April 2000. Major herbalists surrounding and making use of the ANR will be registered by April year 2000. One simple Poster and leaflet on rare and threatened species with high local use will be developed by May 2000.
2.1.1.7 The physical zonation will be instituted in the field in collaboration with local communities according to the ANR Zonation map by March 2000. Zone demarcation will be done by scriffing on the ground, particularly in those areas separating the utilisation zone and other zones. The boundaries of the preservation and conservation zone will be demarcated only in those areas where necessary.
2.1.1.8 An emblem/logo for the ANR will be developed by the end of December 1999. The Emblem /Logo will be used in Headed papers and receipt books of the ANR.
2.1.1.9 The extension and awareness raising to the local communities on the need and management of ANR will be implemented according to EUCAMP extension programme (CR Res. 6).
2.1.1.10 The farm forestry activities will be done as per EUCAMP document and according to the Village Resource Management Plan (CR. Res. 5)
2.1.1.11 The institutional and administrative set up of the ANR will be streamlined. The ANR conservation fund will be established and the authorities to manage them will be appointed by December 1999. The ANR Advisory Board will meet twice in October 1999 and in June 2000. Staff recruitment will be done by June 2000. The Conservator in collaboration with the Chief Conservator will secure the permanent employment of two competent officers in biodiversity survey by March 2000. Training programme will be as per EUCAMP document (CR Res 11).
2.1.1.12 Research and Monitoring activities will be implemented as per EUCAMP (CR. Res. 7&8). The Biodiversity survey will be conducted at former Kwamsambia, Kwamkoro, and Amani West Forest Reserve. Discussion with TAFORI will be made on how to collaborate in on going monitoring of Saint paulia and phenological studies of important trees of Amani Nature Reserve (by April 2000). The ANR will continue collaborating with University of Dar es Salaam in on going ecological monitoring. Collaboration with the University of Helsinki, Finland will continue in conducting research on proper land use in the buffer zone villages. Trials on propagation and domesticating endemic and rare species of the East Usambara with intensive local use will be done by June 2000). Monitoring regeneration under the maesopsis will be initiated by Dec. 1999. Monitoring on the increase of tourist in the area and their impact will be initiated by June 2000).
2.1.1.13 To ensure future collaboration with other stakeholders all MoUs considered under the ANR General Management Plan will be signed by March year 2000. One meeting which will include representative from all stakeholders of ANR will be conducted.
2.1.1.14 The ANR will continue collaborating with the EUTCO and other stakeholders in maintaining 15 km of Amani-Muheza road (Amani-Kisiwani portion) and the other drive routes of the ANR. Furthermore, 14 km. of roads within the reserve will be maintained twice a year (August 1999 and January 2000).
2.1.1.15 Minor repairs will be done to all houses within the ANR by December 1999. Major repair will be done to the 3 houses of Kwamkoro Station and one at Kisiwani by December 1999. Furnishing plan for the Zigi rest house and Information Centre will be implemented as budgeted under the EUCAMP. The worn out furniture and equipment in the ANR HQ will be repaired or replaced (CR. Activity 11.1.6)
2.1.1.16 Mechanism of cost benefit sharing will be developed and tested as per EUCAMP (CR. Activity 11.4.1)
2.2 Expand nature reserve system in East Usambaras
2.2.1 By September 1999 the EUCAMP management team will make decision on which of the proposed two Forest blocks (Nilo and Kwamgumi, Bamba and Segoma block) to be first declared a Nature Reserve. By the end of December, the ANR in collaboration with EUCFP Management will prepare justification paper for declaring the proposed block a Nature Reserve.
2.2.2 Six village meetings and one stakeholders meeting will be conducted by April 2000 to raise awareness on the need of the selected areas to be declared nature reserve.
2.2.3 Contacts to be made with decision makers on the need of declaring the selected areas to be a nature reserves.
2.3 FBD HQ Establishes a Nature Conservation Unit
2.3.1 Proposal for establishing a nature reserve unit at FBD HQ will be prepared and submitted to Director of Forestry and Beekeeping Division by March 2000.
2.3.2 Guidelines for upgrading forest reserves to nature reserves will be drafted and submitted to the Director of Forestry and Beekeeping Division.
