East Usambara Catchment Forest Project - Work Plan 1999/2000

Result 3 - Management of National Catchment forest reserves improved through reduction of forest fragmentation and joint forest management systems.

3.1 On going Management activities
3.1.1 Consolidation of existing forest reserves
3.1.1.1 Meetings with villagers living adjacent to forest reserves will be conducted to raise peoples awareness in conservation issues and in joint forest management.
3.1.1.2 Re-survey will be conducted on April, 2000 by FBD surveyor to combine the Bamba, Segoma and Kwamgumi forest reserves into one block.
3.1.1.3 After the re-survey work, one map for the combined forest blocks will be prepared and produced by June 2000 by the Forest Survey and inventory unit (FoSI) at the FBD. New map for the proposed Derema forest reserve will be prepared as well.
3.1.1.4 Forest boundaries with total length of 38 km of the enlarged forest reserves will be demarcated. Demarcation will be done during April - June 2000 through border opening and slashing, digging/excavating 21 directional trenches, install 21 number of beacons and numbering those beacons.
3.1.1.5 Total border length of FRs (320 km) will be maintained through clearing (160 km), twice a year from Feb. - March, and August September, border tree weeding (40km) will be done on July August and early September, border tree beating up (20km), will be done during short rain season of October - November, and cleaning (145pcs) of directional trenches will be done during the months of January and February 2000.

Border clearing will be done to Mtai FR (25 km), Bamba, Segoma, Kwamngumi Frs (30 km), Mlungui PFR (4 km), Mgambo FR (10 km) Kambai FR (15 km), Manga, Semdoe and Kwamarimba FRS (30) Nilo FR (30km) and Bombo E I & II PFRs (16 km).

Tree weeding will be done to Bombo E I & II PFRs (7 km), Nilo FR (10 km), Mgambo FR (8 km) Mtai FR (5 km) Manga FR (5 km) and Semdoe PFR (5 km). Border tree beating up at Bombo E I & PFR (8 km), Manga FR (5 km) and Semdoe FR (7 km). Directional trench digging will be done to Bombo E I & II (20 pcs), Mgambo FR (15 pcs) Mtai (30 pcs) Bamba Segoma and Kwamngumi FRS (35pcs) Kambai Kwamarimba, Semdoe and Manga FRS (45 pcs).

3.1.1.6 Variation order for Manga, Nilo, Mtai, Bamba, Segoma, Kwamgumi forest reserves will be followed up at FBD and expected to be completed by June 2000. Also gazettement of the remaining proposed FRs i.e. Mlungui, Bombo E I and II and Handei proposed village forest reserves will be followed up at District level and expected to be completed by March 2000.
3.1.2 Improved accessibility
3.1.2.1 The forest road with the length of 18 km will be maintained.
3.1.3 Declining of forest destruction
3.1.3.1 Evaluation will be done to see the status of forest utilisation and destruction in forest reserves. The evaluation will be conducted by the project staff during March - June 2000.
3.1.3.2 Involvement of local communities in forest patrol and fire fighting will continue in order to enhance joint management and shared responsibilities. This will be done through village environmental committee and village leadership.
3.1.3.3 The Project will continue supporting fifteen (15) villages most adjacent to the forest reserves in preparing the by-laws in respect of conservation issues.
3.1.3.4 The project will ensure that forest protection in the East Usambara is improved through forest laws enforcement in conjunction with community involvement. More efforts will be initiated to those forest areas with more forest illegalities e.g. Mining at Mtai FR e.g. forest encroachment (illegal cultivation in Nilo FR) at Lutindi block.
3.1.3.5 The remaining agricultural crops of an area of 120 ha in the forest reserves will be slashed by March 2000 to reduce further forest encroachment and destruction. Crop slashing will be done at Mhindiro area in Bamba ridge forest reserve(55 ha), Kambai forest reserve (30 ha) and Lutindi block in Nilo forest reserve (35 ha). Main crops to be slashed including Coconuts, Cardamom, Bananas and Cocoyams.
3.1.4 Forest Gaps Reduced
3.1.4.1 Assessment of forest gaps will be done at Mtai, Bamba Mgambo, Bombo E I & II, Kambai and Manga forest reserves. The work will be done from February - May, 2000 by the project staff from HQ and field stations.
3.1.4.2 Efforts will be done to encourage natural regeneration in the gaps of East Usambara Forest Reserves. Natural regeneration will be encouraged through control of fire outbreak, forest encroachment and illegal pit-sawing.
3.2 Systematic procedures developed for joint forest management
3.2.1 The management plan for Manga forest reserve will be finalised and sent to FBD for the approval. The approval of the Kwamarimba joint forest management plan will be followed up.
3.2.2 After approval the management plans will be implemented jointly with villagers in the respective forest reserves.
3.2.3 Existing pilot efforts developed for formulating joint forest management plans will be reviewed and scrutinised together with stakeholders after every six months and give a necessary adjustment by June 2000.
3.2.4 Procedures to replicate joint forest management plan will be formulated and this will be done by Project Staff with villagers and applied by June 2000.
3.2.5 Project in collaboration with villagers involved in the developing joint forest management plan will prepare and sign the memorandum of understanding (MoU) on the management and cost benefit sharing of respective forest reserves.
3.2.6 Project in collaboration with other institution working with local communities in the project area will prepare simple PRA, for joint forest management.
3.2.7 Trainee manual will be prepared by project management team which will be used for Joint Forest Management Planning. The manual will be ready by April 2000.
3.2.8 Training will be conducted in villages and communities adjacent to the forest reserves where joint forest management planning is initiated.
3.3 Joint Forest Management Plans Prepared and Implemented
3.3.1 Meetings will be conducted in Mkwajuni, Misozwe, Kwatango and Segoma villages as a feed back on the preparation of joint forest management plan of Manga forest reserve starting from February 2000. Other meetings will be conducted in Churwa, Matemboni, Maramba A, Maramba B, Hemsambia, Vuga, Kidundui, Kwenkuyu and Bosha Kwemtindi for preparation of joint forest management plan for Mtai forest reserve.
3.3.2 MoUs with villagers at Kwatango, Mkwajuni, Misozwe and Segoma will be prepared and signed for the purpose of making villagers to know their rights, privileges and responsibilities. The MoUs will be prepared and finalised by May 2000.
3.3.3 Identification of adjacent land owners of Manga FR e.g. Sisal estates (Kibaranga), Shiwimu & Lanzoni Estates will be done by project staff and discussion on Joint Forest Management for Manga FR will be held in Nov. 1999.
3.3.4 Formal and informal meetings and contacts on forest conservation will be organised and conducted in collaboration with relevant institutions e.g. Frontier TANZANIA, Tanzania. Forestry Conservation Group (TFCG) and villagers surrounding Manga FR, starting in October 1999.
3.3.5 Forest inventory and a survey of resources use and distribution will be conducted in Manga forest reserve in March June 2000.
3.3.6 The respective villagers under joint forest management system will be made aware of the exact boundaries of the forest reserves under joint forest management system. Internal and external boundaries will be marked.
3.3.7 Project in collaboration with respective villages under joint forest management system will prepare joint forest management plans by June, 2000 for the respective forests.
3.3.8 Prepared MoUs for Joint Forest Management Plan for Manga FR will be forwarded to FBD by May 2000 for approval.
3.3.9 Villagers under joint forest management system e.g. Village Environment Committee members (VEC) will collaborate with project staff in ensuring protection of forests under joint management system.
3.4 Derema and Corridors gazetted
3.4.1 Village meetings will be conducted at Kisiwani and Msasa IBC, to reach agreements of gazetting the proposed Derema forest reserve.

Meetings will be conducted in October - November 1999 and discussion with stake-holders particularly villagers at Msasa IBC, Kambai, Kwezitu, Kisiwani, Cocoa Estate, Reny-Fisher, relevant institutions and others on the need of the establishing forest corridors and gazettement of the proposed Derema forest reserve.

3.4.2 Border survey and mapping will be done for the proposed Derema forest reserve by May 2000.
