Project staff will visit Duru Haitemba Forests in Arusha to learn the procedures used to establish this village forest reserve.
Brainstorming workshop for the management team and field staff on step by step procedures in establishing village forest reserve will be conducted by January 2000. |

Proceedings of the workshop will be prepared to developed guideline for the establishment of village forest reserves by April
2000. |

Modality for the preparation of Village Forest Reserve, will be prepared by April 2000. |

The simplified procedures for conducting PRA in villages willing to establish village forest reserves will be developed
by staff before the end of April 2000. |

| 4.3.1 |
Village meeting will be conducted in villages willing to establish village forests reserves e.g. Mzungui, Kiziga, Mbalu
and Mfundia. The villages include Zirai, Misalai, Bosha and Muzi. Project staff will discuss with villagers on the modality of establishing and managing the village forest reserve. |

Survey and mapping will be done on the established Mzungui, Kiziga, Mbalu and Mfundia new proposed village forest reserves by
April 2000. |

The gazettement of the proposed Handei village forest reserve will be finalised and the gazettement of the
proposed Mzungui, Kiziga, Mfundira and Mbalu village forest reserves will be initiated June 2000. |

Village by-laws for the management of village forest reserves will be discussed, formulated, agreed and sent for approval to
the District Council by May 2000. Follow up of the approval of the by-laws for proposed Handei village forest reserve will be doe by December 1999. |
