Amani Nature Reserve (Component 1)

Status

The implementation of 1996 work plan proceeded smoothly, though there were several limiting factors.  The Amani Nature Reserve (ANR) was neither gazetted nor declared because the process of  drafting the declaration order and rules  took almost the whole year. Also delay were partly caused by the delay of minutes from village level to District level.  However the draft order was completed  in Dec. 1996.  Presently the declaration order and rules are at  the Attorney General Chamber for final processing.

The Forest Dedication Covenant between FBD and EUTCO/KAL was not signed because it required finalisation of the document. However, it was finally signed by mid  January 1997. 

The management of the Nature reserve was also successful.  All traditional forest work were conducted e.g. 120 km of boarder were cleaned and maintained 25ha of forest gaps were planted and maintained, 20km of fire lines were maintained, 300 beacons were installed, and only minor illegal Activities were reported.

Management plan for Amani Nature reserve was not prepared due to delay of recruitment of consultant. However several Activities were conducted as base line for preparing management plan.

Meetings organised at ward, District and finally at regional level to approve the minutes for gazettment of Amani Nature Reserve were successfully conducted.  The consultant to develop a guide book to Amani was commissioned, and the preparation of the guide book to major trees of Amani is at promising stage:

All nature trails were labelled and maintained and few new ones were proposed in the forest under covenant:

The Renovation of old Germany building at Sigi and construction of Rest house started and the work is progressing satisfactorily.  The resurvey of Amani Botanical garden based on Greenway map was conducted.  However for the time being most of the area which was not under forest reserve have been encroached.  If such areas are to be included in the Botanical Garden compensation may be necessary

The ABG (i/c) has been trained at Kew for Diploma in Botanical Garden Management and Ag. ANR i/c has been trained at Nairobi for a course in Plant Conservation Technique.

The memorandum on the relocation of National institute for Malaria Research NIMR was prepared and forwarded  to NIMR - Board of Directors for further action. The house requested by the project from NIMR - Amani centre was assessed for renovation costs.

The emphasis in the 1997 work plan will base on the management plan preparation and institutional arrangement.

Major Outputs and Activities

Output 1.1  Legal Establishment of Amani Nature reserve completed.

  • Gazettment of Amani Nature Reserve.

Activities

1.1.1 The legal covenant between the MNRT and the leasehold  (EUTCO and KAL) on the inclusion of the leasehold forested areas in the ANR will be signed by March.
  The gazettment of the ANR under the Forest ordinance will be completed by Much
1.1.2 Promoting the awareness to national regional and district authorities on the legal implication of the declaration of ANR will continue. For example all decision  makers from district to the ministerial level will be involved in the preparation of the management plan for Amani Nature Reserve.

Output: 1.2  Management approaches for Nature Reserves prepared and implemented.

Output in 1997

  • Management plan for the ANR Completed and
  • Maintenance and upgrading of nature trails and drive routes.

Activities

1.2.3 A consultant will be commissioned to work with the project  planning team to prepare the management plan for ANR. Participatory planning approach will be adopted based on existing plans and documentation. The plan will be completed by December 1997.
  During planning  process three workshops will be organised  which will involve all stake holders within and around Amani area, decision makers from village level to the Ministerial level
1.2.4 Relevant maps (zonation, thematic, etc.) will be produced in connection with the management planning process.

The first draft of "the Guide to important Forest Trees in the Amani Nature Reserve'' will be finalised  by December 1997.
1.2.6 The Amani Nature reserve Advisory  Board will be established pending the gazettment of ANR by December 1997.
1.2.7 The Administration and Management of ANR will be established following the rules and orders of the Amani Nature Reserve establishment.
1.2.9 Border maintenance will be done all around necessary parts of the ANR boundary.  The emphasis will be on young seedlings and fire endangered areas  such as:- Derema - Ndola (25km), Mashewa - Kisiwani (12km), NIMR and EUTCO enclave boarders (38km) will receive light slashing.
  Potwe Beat (23km) and Mnyuzi Beat (20km) will receive heavy land scratching to protect  fire.  This work will be done in the first quarter January - March.  Border weeding will be done in Derema - Ndola (7km) and  along NIMR border (3km).
  Border tree beating up will be done at Derema - Ndola (2km), Mashewa - Kisiwani  (1.5km) , Potwe Beat (1km), Mnyuzi Beat (1km), NIMR and EUTCO enclave (6km).
  Fire line maintenance at Potwe Beat  (22km), Mnyuzi Beat (20km) and Mashewa -Kisiwani (1km).
  Border land preparation at Derema - Ndola (7km) and around NIMR enclave (3km)
  Border tree planting at Derema - Ndola (7km) and around (NIMR) 3km.
1.2.10 A total of 23.7 km of nature trails  will be maintained. Mbomole Trail (4km), Kwamkoro Trail (5km), Monga Trail (1.2km), Derema trail (6km), Ndola trail (2km), Sigi Spice Tour Trail (2.5) and  Amani Sigi Trail (7km).

Output 1.3 Rehabilitation and development of Amani Botanical Garden  Completed.

Output in 1997

  • ABG boarder map completed.
  • Selected compartments and trees will be labelled.
  • Memorandum of understanding between FBD/Amani Nature Reserve, TAFORI, NIMR and Mlingano Soil institute on the issues related to  ABG management will be  completed on September 1997.

Activities

1.3.1 The report and maps of ABG will be produced by May 1997 based on the survey and data collected last year.
1.3.3 Memorandum of understanding between FBD/Amani Nature Reserve, TAFORI, NIMR and Mlingano Soil institute on the issues related to  ABG management will be  done as part of management planning process  and will be finalised by  September 1997.

Output 1.4 To continue with strategies of shifting NIMR from Amani to Muheza for future development of an ecological centre at Amani.

  • A follow up of memorandum on the relocation will be done.

Activities

1.4.1 Memorandum of understanding between ANR and NIMR will be prepared as part of the ANR management plan   (Refer 1.3.3)
1.4.4 Follow-up of the GEF Forestry initiatives to Tanzania will be made to try to inlude funding for partial relocation of NIMR.
