Catchment Forestry (Component 2)

Status

A survey of a new proposed forest reserve, Bombo East I and II was conducted. Survey of  the Handei village forest reserve was implemented. Villagers participated and co-operate with the surveyor to open and clear the forest border.  Preliminary survey and crop evaluation was conducted in Derema proposed forest reserve and the wildlife corridors with the objective of linking Amani Nature Reserve with all of the remaining forests blocks.

The management of all forest reserves was implemented as planned.  Maintenance's of forest boundaries (311 km), gaps (79ha), fireline (49 km) and forest roads (10 km) were carried out successfully.  installation of border beacons was done according to the target given.

WDC and  DDC meeting minutes for the gazettement of Semdoe proposed FRs were completed and available for further gazettement procedures.  The pending task of combining Kwamgumi, Segoma and Bamba FRs into one block will be implemented.  The enlargement of Kwamarimba FR to include the potential watershed area to the south eastern border, which remains as public land will be done through assistance from DC - Muheza.

Village meetings were conducted in various project areas e.g. Kwatango village for resurvey of Manga forest reserves where people in the villages were notified on the enlargement of Manga forest reserve. Other village meeting was held at Kambai for the management of Kambai FR and proposed Semdoe FR.  At Vuga and Hemsambia several village meetings were carried for the management of Mpanga village forest and at Mgambo for the establishment of Handei village forest reserve.

The draft management plans prepared in Phase I, were completed.

Major Output and Activities:

Output 2.1 Establishment of new forest reserves and wildlife corridors, and enlargement of existing reserves.

  • To finalise gazettment of the proposed forest reserves.

Activities:

2.1.1 Finalise gazettment of the proposed forest reserve. The major emphasis will be on the gazettment of Nilo forest reserve, proposed Mlinga forest reserve,  proposed Semdoe forest reserve, Proposed  Mlungui forest reserve proposed Mgambo forest reserve and proposed Bombo East and Bombo West forest reserves.

Output 2.2 Management approaches for catchment forestry adopted and  implemented.

  • Management plans for Bamba Ridge  and Kwamarimba forest reserve will be finalised and  approved by FBD.
  • Management plan for Manga  FR prepared and completed.

Activities:

2.2.1 Village visits and meetings will be conducted to the villages surround Manga FR to collect data for the preparation of management plan.  The biodiversity data collected by Frontier - Tanzania will be incorporated in the management  plan.  Socio economic survey will be prioritised to the villagers participated in  the last management plans (Marimba & Bamba) e.g. Kwatango and Mkwajuni. 
2.2.2 Bamba Ridge Forest Reserve will be tested as a pilot Joint Forest Management area whereby local communities will be given partial mandate to manage the reserve.  This is a piloting case where villagers surrounding the reserve will be able to utilizing minor forest produce while at the same time participate to  manage the forests. 
2.2.3 Border works will be insisted to those forest reserves with frequent fire attack , encroachment and bordered by villages farms. The priority sites will include:- Bamba-Kwamgumi (30km), Mtai forest reserve (30km), Mlinga forest reserve (15km), Marimba forest reserve (10km), Semdoe forest reserve (15km), Manga  forest reserve (20km), Kambai forest reserve (20km), Mgambo forest reserve (20km), Nilo forest reserve (45km) and Bombo East I and II (24 km). There fore the border maintenance work will cover only 320 km of forest boundaries under catchment component. 
2.2.4 Patrol will be conducted as usual, in all of the forest reserves.  More attention for forest protection will be insisted at Maramba forest station where there is illegal mining & timber cutting in the forest reserve.  Regular joint patrols will be initiated whereby people from other stations will join effort to form one group of enforcement to combat any alerting situation on forests illegalities in Maramba station. 
2.2.5 A total of 35,200 tree seedlings will be raised in the field station by field staff.  This is only 60% of what is required to be raised for the target of 1997.  Remain tree seedlings (40%) will be raised by farmers assisted technically by extension agents from the project.  Farmers will sell seedlings to the project with reasonable price for the border planting - targets. 
2.2.6 Firelines construction and maintenance's will be done only to the places/area vulnerable with fire attack. Those area will include Mtai forest reserve (5km), Mlungui forest reserve(3km), Marimba forest reserve (4km), Kambai forest reserve (3km), Nilo forest reserve  (5km) and Bombo I and II (5KM).
