Institutional Support (Component 4)

Status

Implementation of institutional support Activities was given necessary priority for the 1996 financial year.  For a long time the project has been missing an Administrator and an Accountant whose absence has been a big constraints to the implementation of project Activities especially within the Catchment Forestry Unit.  After a long project struggle, the administrator and accountant was allocated to the project.

Both short term and long term training opportunities were utilized.  Of the four M.Sc and B.Sc Forestry courses two (1 M.Sc and 1 B.Sc) were successfully completed by the project staff at Sokoine University of Agriculture, whereas the rest are ongoing. The project sponsored  a three months course on botanical garden management at Kew Botanical Garden. Also one staff attended the course on plant conservation techniques for East Africa areas at Nairobi Kenya. Three field level project staff attended an in service 3 month forestry course at Rongai Forestry workers Training institute. The project HQs staff attended various types of training including a short English and writing skills course. Writing capacities and professional capacity within the project has improved.

Collaboration and interaction between the project and various institutions, local communities and their leaders (administrator and local leaders) has improved.  Linkage with Regional and Muheza/Korogwe district authorities have been strengthened.  As a consequence, no high ranked  state (govt) visitor misses project areas or Activities as part of the visit programmes.  An example is the visit by the Prime Minister Hon Frederick Sumaye when he visited Amani forests on  17th April 1996.  Collaboration with SUA, UDSM, TAFORI, Mlingano National Soil Service have been encouraging.

As a support to the project staff, working gear such as uniforms, boots, bicycles, etc. were procured and distributed to them.  One Land cruiser was also purchased for the use by the Project Manager.  Three old vehicles were sold and revenues used for project Activities while 6 motorcycles were sold to project staff.

To solve the accommodation problems to project staff two simple field staff houses were constructed while construction of the Amani Nature Reserve Rest House and Rehabilitation of the German Railway Station Masters house was initiated.

Some of the planned actives could not be implemented as expected.  These include:

    Preparation of the Memorandum of Understanding between Project/FBD and TAFORI on Amani Botanical Garden.

    Organising of the foresters meeting in Tanga region

    Preparation of village forests management recommendation report to FBD

    Financial sustainability plan.

The strategy for the 1997 fiscal year will be to complete as much as possible pending Activities especially those related to financial sustainability, gazettement of the Amani Nature Reserve etc. instead of embarking on planning Major new Activities.  Cost effectiveness in the project will be promoted by enhancing cost and vehicle use monitoring.

Major Outputs and Activities

Output  4.1  Improvement of project organisation and structure

Outputs in 1997

  • Field Activities monitoring formats prepared

Activities:

4.1.2 The project will improve progress reports and monitoring for field activity by preparing formats and forms which will be distributed to all field station officers. These will show targets achievements and how these are specifically related to the resources used.
  Training will be provided to Field Station and Unit Officers on how to use and apply the forms and information.
 
The arrival in the project of the Administrator ensures that Project Management committee Meetings will be held regularly.
  A system to monitor the ECP Activities for their sustainability will be prepared and implemented
4.1.3 Follow up on the permanent employment of the temporary project staff will be done.  This is because the same efforts could not be fruitful during the last financial year.

Output 4.2 Strengthened institutional and inter-sectoral co-operation

Output 1997

  • Memorandum of Understanding between EUCFP and TAFORI completed
  • Strengthened contacts with local communities
  • Visits by MPs, Regional and District authorities to ANR and other forests implemented.

Activities:

4.2.3 Refer to activity 5.1.4
4.2.4 A Memorandum of Understanding between FBD/ANR (EUCFP), TAFORI, NMRI  and Mlingano Soil Research institute will be prepared to specify collaboration areas on research and the management of the Amani Botanical Garden.
4.2.5 Arrangements will also be made to enable Tanga Region and Korogwe/ Muheza  District authorities to visit the East Usambara forests.  The visit will also involve the Members of Parliament for Mkinga, Muheza and Korogwe East Constituencies.  The aim is for the authorities to be conversant with the project Activities, strategies and objectives.
4.2.6 Elders in Conservation Programme Activities (ECP) will be strengthened and expanded  to  pilot villages and schools in Northern part of the project (See Activity 3.1.6). Responsibilities  will be transferred from the elder's co-ordinator to the  field station officers and Beat incharges.
4.2.7 One forestry staff co-operation meeting will be organized in collaboration with RNRO's office by August. Four joint general forest patrol operation will be organized in  collaboration with RNRO, DNROs in Muheza and Korogwe by December, i.e one for every  quarter.

Output 4.3  Proposals and recommendations for relevant Policy and legislative issues.

Output in 1997

  • A report on the status of Village Forest Reserves

Activities:

4.3.1-3 Efforts on village forest reserves creation and Management and the status will be  analysed and a report produced.  The report will base on what has and is taking place at the two village  Forest Reserves i.e. Mpanga and Handei VFRs. This report will also have recommendations on  village forest management practices, which will be sent to FBD.

Output 4.4  Proposals for long-term financial sustainability

Outputs in 1997

  • Strategy paper on eco-tourism in the East Usambara completed; Also a paper on improved  revenue collection will be completed.

Activities

4.4.1-3 Proposals for improved revenue collection on East Usambara forests through forest multiple use will be compiled and sent to FBD by October.
  A strategy paper on the development of eco-tourism in the East Usambara will be developed by July.
4.4.4 A project level seminar will be conducted to project staff (especially, Unit Officers and Field Station Officers) on new accounting procedures, budgeting and priority setting for field Activities by June. This will enhance cost monitoring and record keeping.

Output 4.5  Training programme formulated and implemented

  • A revised training programme prepared and training opportunities and study tours organized and implemented

Activities

4.5.1-3 The training programme which was prepared in 1995 will be revised to make it more relevant to the project training needs.
4.5.4 Partial support to one (1) B.Sc Forestry course will be implemented at Sokoine University of Agriculture.
 
  One (1) M.Sc Forestry Programme at ITC or Bangor University will be supported.  An alternative to this course will be a Post graduate diploma at ITC.
  Training on Soil conservation and erosion control will be organized in collaboration with Mlingano National Soil Service for both HQ and field level project staff.
  The study tour to South East Asia which was postponed in 1996 will be rescheduled to Cameroon and will be effected before June
  Training on hotel management will be provided to staff/people who will be responsible for running the Sigi Rest House.

Output 4.6 Publicity material prepared and disseminated.

Outputs in 1997

  • Biodiversity survey reports completed for those forest reserve surveyed
  • Extension materials e.g. Calendars produced:  Posters distributed among villages.
  • Field Guide to Major Forest Trees of ANR completed.

Activities

4.6.1 The first draft  "Field Guide to Major Trees of Amani Nature Reserve" initiated in Dec. 1995 will be completed by October.
  Biodiversity survey reports will be prepared and completed by Frontier - Tanzania by May; A guide book for the East Usambara will be completed by December; A local story booklet on "20 Tales from the forest" will be completed by June;  A project calendar for year 1998 will be prepared by December, 1997.
4.6.3 The posters for farmers prepared in 1996 will be distributed to all villages in the project area.

The Management Committee Meeting will discuss and decide and implement on  the appropriate system of providing incentives and motivation to the project staff.  Ways to award superior job performers and criteria to select them will be discussed and decided and implemented.
4.7.3 Project staff meetings will be organized and implemented twice a year.  Every half of the year will have one staff meeting.

Output 4.8  Offices, accommodation and equipment provided

  • Project field staff houses renovated/maintained

 Activities

4.8.1 Construction of the rest house at Sigi and renovation of the Old German Railway Station will be completed.

4.8.3

Finishing work on Kilangangua and Sigi field staff houses will be completed and the houses will be occupied by the Project staff by April.
4.8.4 Housing allowances to HQ Project staff will be provided by end of December.
4.8.5 Project machinery including vehicles, motorcycles, tractors etc. will be maintained. Strategies to monitor costs will be improved whereby details on Orders for services will be made clearer.  Preliminary budgets for individual service cases requested will be prepared before any type of work is committed.
4.8.6 Field equipment including bicycles, boots, uniforms etc. will be procured and distributed accordingly to project staff.
