Research and Monitoring (Component 5)

Status

Initial discussions between the EUCFP and recently established TAFORI - FinNIDA funded project were held.  The aim was to review the EUCFP research proposals and agree on the development of the project research strategy. Upgrading of the computer hardware and software was done.  A photocopy machine, necessary accessories and material  were procured.

The study on the economic and hydrology value of the catchment forestry  was not implemented.  A discussion with the Regional Hydrologist had resolved that, such a study would need more data for comparison purpose.  Hydrological data collection will continue during 1997, to allow more data for the study.

The possibility of conducting R & D work on forest reserve borders had been ventured.  An initial assessment was done by the staff from SUA.

The study on suitable tree species for farm forestry was dropped for 1996.   However efforts to carry out this activity are on plans (see activity 3.2.2-3). 

The biodiversity surveys by Frontier-Tanzania, in Kambai, Semdoe, Kwamgumi and part of Mtai were continued. Amani Nature Reserve was dropped  in 1996. The evaluation of the biodiversity surveys, was made. A number of recommendations and modifications suggested, had already been incorporated during surveys, for Mtae and Kwamgumi forest reserve.

The preparations for the contract for the organisation of the biodiversity database were finalised and started in December.

The project had continued to collaborate and exchange information with various institutions such as TAFORI, SUA, UDSM, TANAPA, Meteorology and Hydrology Departments, Mlingano National Soil Service, IRDP - Dodoma.  Other overseas institutions involved were ITC the Netherlands, KEW Botanical Garden, the University of Copenhagen and the University of Helsinki.

The draft analysis of the listed Activities which may have negative ecological impacts had been finalised.  The staff workshop was not conducted.

The monitoring system of the project Activities including vehicles had been improved.  Accounting, library database were revised and improved.

The discussion with Dr. Newmark of the UDSM, to develop ecological monitoring in the E.U. was held.  An ecological monitoring workshop was conducted thereafter, as an initial preparation for the programme.

The report on Participatory Village Forest Management consultancy, was not published.  There was no feedback from FPS.   The list of institutions and repository libraries which will continuously receive different types of information from the project was compiled.

The EUCFP survey data and land use mapping data, had been re-organised.  Data updating, basing on reprinting of Greenway's report for the Amani Botanical Garden was not done.

Major Outputs and Activities:

Output 5.1 Research results on forest ecosystems and their management; options available.

Outputs  in 1997

  1. The project's research strategy prepared.
  2. The project's research priorities implemented.

Activities:

5.1.1 The "research strategy" will be jointly prepared between the project and TAFORI - FinNIDA project.  Other relevant institutions like SUA may be invited during discussions.
5.1.2 The upgrading of the hardware and software will continue in 1997.  Necessary equipment and materials will be made available.
5.1.4 The project will request and continue to remind TAFORI to map, gather and analyse the existing data of PSP, and produce the preliminary report on PSPS.

Outputs in 1997

  1. Biodiversity surveys in Mtai and Manga Forest Reserves completed.
  2. Biodiversity data base completed.

Activities:

5.2.2 The biodiversity survey reports of the ten selected forest reserves will be finalised.  Biodiversity surveys will continue to the selected forest reserves. Following comments on the evaluation of the biodiversity surveys, applicable, recommended procedures will be strengthened to improve the quality of data collected.
 
5.2.3 The monitoring procedures of the project Activities will be improved and followed - up.

5.2.4 The Project staff, researchers and collaborative institutions will continue to collect data from the on-going hydrology and meteorology Activities. Normal inspection to Hydrological and Meteorological stations, will be conducted once in every three months.  General inspection  to Meteorological instruments and minor maintenances will be done twice a year.
  The project unit officers and field staff will improve documentation of their reports. Implemented Activities will be quantified accordingly.  Achievement indicators will also be tabled (Refer activity 4.1.2.)

Output 5.3 increased information available to guide research management and policy decisions.

Outputs in 1997

  1. Library data base completed and operated.
  2. Library properly organised.

Activities:

5.3.1 The organisation of the library will be completed.  Relevant reference literature will be procured, Library services will be improved through day to day up keep and provision of up - to date information.
5.3.2 The computer database will be improved and completed.  The project staff at HQ conversant  with computer knowledge will be trained to use the new installed library database.
  The project will introduce the use of catalogue cards to supplement the computer database information retrieval services.  The project staff at HQ and field will continue to receive relevant reference books, reports, maps and other materials.  Educative video tapes e.g Handing Over the Stick to Sukuma people from HASHI Project, will be shown to the project staff especially the field staff.
5.3.3 The methods for data collection from the on-going studies, e.g Hydrology, Meteorology, Biodiversity surveys, etc, will be improved in collaboration with the related institutions.  The collection of hydrological data will continued in collaboration with Hydrological Department.
  The EUCFP biodiversity database for the existing and on-going surveys will be established in Tanga. The database will be joined to the National database at the Zoology Department, UDSM.
