East Usambara Catchment Forest Project - Work Plan 1997

Risks and Assumptions Progress on project activities implementation during 1996 has been encouraging. Of all project components the Catchment Forestry Component couldn't perform well on the gazettement of proposed forest reserves. This has partly been related to delay of approvals by Ward Development Committee meetings as a result of people's complaints on crop compensation. However, workload on the Catchment Forestry Unit officer who has worked more or less like an administrator influenced follow-up of activities in the field. The recent arrival of a Project Administrator will obviously provide more time for Catchment Forestry activities follow-ups. There has also been a greater emphasis on Farm Forestry activities and interaction with local people has been greatly improved.
Awareness on conservation seen to be improving among people. Decisions are made by the people themselves. Constant follow-up and monitoring by the project is necessary for the sustainability of the project and also to
clear any hidden expectation on the local peoples side.
Construction work at Sigi (Amani Nature Reserve HQ) will be completed. This includes a rest house which will be commercially. The project ought to prepare itself to handle such issues as employing competent people who can manage the rest house properly and also be able to collect revenue as one areas which is anticipated to partly contribute to financial long-term sustainability.
